Motivating people: Most difficult quest ever!

Every one, that ever was part of an club or A.S.B.L., you surely know the problem: how can we motivate people to actually participate? In this case, it's the hackerspace here in Luxembourg. We need more people participating on projects, coming up with their own ideas, and who don't wait for other people to take the initiative. But I have the feeling that this is a common problem in Luxembourg. (Despite clubs which are aiming to drink, get trunk, etc...)
